Cartoon by Fred Wright (1907-1984), the leading left-labor columnist from the 1940s through the 1970s, whose work was featured in the UE News, a publication of the United Electrical, Radio & Machine Workers of America (UERMWA), and dealt with both labor and social issues.
In this cartoon, the open-shop employers play off one "right-to-work" state against another in choosing a place in which to relocate their plants where wage rates are the lowest. "Right-to-work" states, legitimized by the Taft-Hartley Law, have laws making it illegal for unions and companies to sign contracts providing for a "union shop." A "union shop" contract is one that provides that all employees would either have to be in the union or join it within a fixed period.
